Yeah, that’s a really common issue in sim leagues—RFA offer sheets *exist*, but the timing basically kills them because everyone signs early. If you want to increase offer sheets, you need to change incentives and timing more than anything.

Here are the most effective levers

---

## 1. **Delay RFA Signing Window**

Right now your problem is simple: GMs lock up RFAs *before* offer sheets open.

Fix:

* Create a **“RFA freeze period”**

* Example: After playoffs → draft → *no RFA signings allowed*
* Then open **offer sheet window first (2–3 days)**
* After that, allow normal RFA signings

This alone will massively increase offer sheets because:

* Players hit the market unsigned
* GMs are forced to make decisions under pressure

---

## 2. **Shorten RFA Signing Time**

If GMs have too much time, they just play it safe.

Fix:

* Limit RFA signing window to **3–5 days total**
* Combine with offer sheet window at the start

This creates urgency and risk:

* “Do I sign now or risk an offer sheet?”

---

## 3. **Cap Pressure = Offer Sheets**

Offer sheets only happen if teams are stuck.

Fix:

* Increase cap tightness slightly
* Or introduce:

* **Minimum roster requirements earlier**
* **Bonus overages / penalties**

Result:

* Some teams *can’t* match offers → more action

---

## 4. **Improve Compensation Balance**

If compensation is too high, nobody uses offer sheets.

Fix:

* Slightly **reduce pick compensation tiers**

* Especially mid-tier RFAs (the sweet spot)
* Or allow:

* Conditional picks
* Spread compensation (e.g., 2nd + 3rd instead of 1st)

You want offer sheets to feel like a **smart gamble**, not suicide.

---

## 5. **Limit Early Extensions**

Some leagues allow RFAs to be extended way too early.

Fix:

* No extensions until:

* Offseason officially begins
* Or 1–2 days before offer sheet window

This prevents “auto-locking” RFAs months in advance.

---

## 6. **Add Incentives for Using Offer Sheets**

Right now there’s no reason to take the risk.

Ideas:

* Small reward for successful offer sheet:

* +late pick
* cap relief bonus
* Or:

* Limit trades slightly → makes offer sheets a more attractive tool

---

## 7. **Culture / Psychology (Super Important)**

Even with perfect rules, GMs might just… not do it.

Fix:

* Highlight offer sheets in league chat
* Track stats like:

* “Most aggressive GM”
* “Biggest steal via offer sheet”
* Make it part of league identity

---

## Simple Setup That Works (Proven Format)

If you want a clean system:

* Day 1–2: **Offer sheet window ONLY**
* Day 3–5: **RFA signing + matching**
* After: normal FA

This structure alone usually multiplies offer sheets by 3–5x.

---

If you want, tell me:

* your cap size
* roster size
* current compensation rules

I can tune a *perfect balanced system* for your league so offer sheets happen without breaking parity
